The Draft DVRPC FFY 2027 TIP for Pennsylvania contains 344 projects, including the Interstate Management Program (IMP), totaling over $8.2 billion for the phases to be advanced over the next four years, an average of close to $2.05 billion per year.
On Thursday, May 21, 2026, DVRPC opened a 30+ day public comment period on the Draft Federal Fiscal Year (FFY) 2027 Transportation Improvement Program (TIP) for Pennsylvania, Update: Connections 2050: Draft Amendment 1, and the Draft Transportation Conformity Determination. DVRPC will accept comments on these documents from May 21, 2026, until June 22, 2026, at 5:00 pm local time.
The Draft DVRPC FFY 2027 TIP for Pennsylvania contains 344 projects, including the Interstate Management Program (IMP), totaling over $8.2 billion for the phases to be advanced over the next four years, an average of close to $2.05 billion per year. Programmed funds include over $2.8 billion for multimodal projects primarily addressing the non-Interstate Highway System and over $1 billion for projects addressing the IMP, resulting in a four-year total for FHWA-funded multimodal roadway projects of more than $3.9 billion. Additionally, the FTA-funded projects for the Southeastern Pennsylvania Transportation Authority (SEPTA), Pottstown Area Rapid Transit (PART), and the Pennsylvania Department of Transportation’s Bureau of Public Transit (PennDOT BPT) totals over $4.3 billion.
This Draft TIP features a number of new safety projects. As part of the Infrastructure Investment and Jobs Act and the National Roadway Safety Strategy, the FHWA issued new guidance to help states better protect “vulnerable road users,” meaning pedestrians, cyclists, and people who use wheelchairs. Per the Vulnerable Road User (VRU) Special Rule, PennDOT is required to dedicate a certain amount of federal safety (HSIP) funds to roadway safety improvement projects that will address the safety of vulnerable road users. The Draft FFY 2027 TIP for Pennsylvania includes new VRU projects in each of DVRPC’s five southeast PA counties:
- In Bucks County, SR 413 Veterans Highway & Wharton Road/Old Rodgers Road Intersection (MPMS #82144) will provide $1.5 million to implement proposed safety countermeasure treatments including leading pedestrian intervals, retroreflective backplates, curb extensions, ADA ramps, and high visibility crosswalks.
- In Chester County, High Street Safety: Market Street to Chestnut Street (MPMS #82148) is a $4.6 million project to implement proposed safety countermeasure treatments including leading pedestrian intervals, retroreflective backplates, high visibility crosswalks, protected left-turn phasing, and curb extensions.
- In Delaware County, West Chester Pike Safety: State Road to Chatham Road (MPMS #82152) will provide $3.3 million to implement proposed safety countermeasure treatments including high visibility crosswalks, Rectangular Rapid-Flashing Beacons (RRFBs) with curb ramps and median cut-throughs at multiple locations, and pedestrian crossings with high visibility crosswalks, curb ramps, and pedestrian signal heads at several locations where safe crossings do not currently exist.
- In Montgomery County, High Street Safety: Hanover Street to Washington Street (MPMS #82156) is a $2.8 million project to implement proposed safety countermeasure treatments including leading pedestrian intervals, retroreflective backplates, high visibility crosswalks, pedestrian refuge islands, and curb extensions.
- In Philadelphia, Wissahickon Avenue Safety: Hunting Park Avenue - Clapier Street (MPMS #82168) is a $4.8 million project to implement proposed safety countermeasure treatments including lane reallocation from 4 to 2 with a center median, high visibility crosswalks, ADA ramps, pedestrian signals, curb extensions, and lighting upgrades.
Other highlighted projects are:
- For SEPTA, Regional Rail Silverliner IV Vehicle Replacement & Infrastructure (MPMS #123966) allocates over $2 billion to replace the fleet of Silverliner IV railcars that presently comprise most of the SEPTA regional rail fleet, but that have exceeded their useful lives. The project also includes infrastructure improvements necessary to operate and maintain the new vehicles.
- In Bucks County, Oxford Valley Road Intersections (MPMS #13635) is an $18.5 million project that is expected to begin construction this year. The project will reconstruct North Oxford Valley Road through the Lincoln Highway and Bristol Oxford Valley Road intersections in Falls and Middletown townships.
- In Chester County, Two projects to construct the Chester Valley Trail Extension to Downingtown, the Chester Valley Trail: Whitford Road - Old Trolley Road (MPMS #81744) project, and the Chester Valley Trail: Ship Road - Gallagherville Road (MPMS #81789) project, are progressing through the design process. These projects will develop a multi-use trail along the alignment of the former Philadelphia and Thorndale Branch, including renovation of the Whitford Bridge and Downingtown Trestle for bicycle and pedestrian use. The Chester Valley Trail is part of the Circuit Trails network and this segment will serve as an important local and regional transportation resource.
- In Delaware County, PA 291 Complete Streets: Irving Street to Ridley Creek (MPMS #82069) is a $50 million project that recently started the preliminary engineering phase. The project’s goal is to improve safety for all roadway users, including motorists, pedestrians, cyclists, and transit riders. This will include reconstructing the roadway into a more appropriate facility for Chester City and building a multi-use sidepath that will be designated as part of the East Coast Greenway. The current roadway cross-section is a wide and straight facility that results in excessive vehicular speeds with a high number of crashes causing a dangerous environment for residents.
- In Montgomery County, Airy Street over Markley Street/SEPTA (MPMS #109368) is a $24.5 million project to replace the existing bridge on the same alignment with a three-span bridge that will accommodate two lanes of traffic, a sidewalk on the north side, and a shared use path on the south side. This project has been “broken out” from the US 202 Markley Street (Section 500) project (MPMS #16665).
- In Philadelphia, The Frankford Avenue Safety Improvements Project (MPMS #115434) is anticipated to begin construction in late 2026. This project will implement safety and operational upgrades along the Frankford Avenue corridor, including curb extensions, updated markings and signage, new and modernized traffic signals, improved pedestrian features, ADA ramps, drainage work, trackless trolley modifications, communication/fiber installations, and other improvements. The new Frankford Avenue Phase 3 project (MPMS #82164) will also design and construct further safety improvements along this corridor.
