The Federal Fiscal Year 2027 Transportation Improvement Program for Pennsylvania covers the four years of FFY27-FFY30 and represents the region’s federally funded transportation improvement priorities.
The DVRPC Board voted to adopt the Federal Fiscal Year (FFY) 2027 Transportation Improvement Program (TIP) for Pennsylvania at its July meeting. The FFY 2027 TIP for Pennsylvania covers the four years of FFY27-FFY30 and represents the region’s federally funded transportation improvement priorities.
The DVRPC FFY 2027 TIP for Pennsylvania contains 344 projects, including the Interstate Management Program (IMP), totaling over $8.2 billion for the phases to be advanced over the next four years, an average of close to $2.05 billion per year. Programmed funds include over $2.8 billion for multimodal projects primarily addressing the non-Interstate Highway System and over $1 billion for projects addressing the IMP, resulting in a four-year total for multimodal roadway projects funded by the Federal Highway Administration of more than $3.9 billion. Additionally, the projects funded by the Federal Transit Administration for the Southeastern Pennsylvania Transportation Authority (SEPTA), Pottstown Area Rapid Transit (PART), and the Pennsylvania Department of Transportation’s Bureau of Public Transit (PennDOT BPT) totals over $4.3 billion. After Board adoption, DVRPC staff submit the document to PennDOT for approval and inclusion in the Statewide Transportation Improvement Program (STIP), which will then be submitted to FHWA, FTA, and EPA for review and approval. Once the federal partners formally approve the PennDOT FFY 2027 STIP, the new DVRPC TIP and the PennDOT STIP will become effective on October 1, 2026, replacing the DVRPC FFY 2025 TIP and PennDOT FFY 2025 STIP.
A key document in the TIP adoption process is the “List of Recommended Changes (LORC).” This spreadsheet represents changes that have been identified since the initial draft FFY 2027 PA TIP database was sent to PennDOT in January 2026. As projects advance through the delivery process, costs and schedules change. In addition, new projects are sometimes awarded funds through competitive grant programs or identified through discussions with regional partners. Approving the LORC allows staff to process these actions as soon as the federal fiscal year begins. These changes are the very first changes to the program.
Some highlights to note in this year’s LORC are listed here. The following projects were added to the TIP:
- Seven new projects that were awarded Round 11 Multimodal Transportation Funds (MTFs)
- Ten projects that were selected for 2025 statewide Transportation Alternative Set-Aside (TASA) awards
- Twenty-two projects that were selected for 2026 statewide TASA awards
